Park Road, Elland

The Park Road Elland Flood Alleviation Scheme will protect properties on Park Road, Valley View, The Woodlands and Plains Lane by utilising Property Flood Resilience (PFR) measures.

The area

Park Road is located in Elland, Calderdale, adjacent to the Calder & Hebble Navigation canal and close to the River Calder. The area has a long history of flooding, with recorded events affecting local homes, businesses and transport links.

Flood risk arises from a combination of:

  • river flooding
  • canal overtopping
  • surface water runoff and flows from surrounding hillsides

During periods of high river levels, water can spill from the River Calder into the canal before flooding onto Park Road and neighbouring properties.

Past flood incidents

Elland has a long history of flooding. The earliest recorded flood destroyed Elland Bridge in 1615. More recently, severe floods struck the town in June 2012, Boxing Day 2015, and February 2020.

These floods damage homes, businesses, and transport links across town. Water spills over from the River Calder into the Calder and Hebble Navigation canal, which then floods onto Park Road.

Proposed works

Property Flood Resilience (commonly referred to as PFR) is the most viable option to reduce flood risk to properties near Park Road, Elland. In partnership with Calderdale Council, the Environment Agency will deliver this scheme alongside surveyors RAB Consultants and installers Watertight International.

This will involve installing flood measures at eligible properties at Park Road, Valley View, The Woodlands and Plains Lane.

Each property will have different requirements. Alongside our surveyors, we will assess each property's specific needs and once agreed with property owners, our installers will install fully-funded new PFR, or upgrade existing PFR that may be dated, non-functional or not up to standard.

Working in the community

We have invited local property owners to visit our FloodPod event we are hosting on Friday 14th August at V Seal car park between 14:00 and 18:00. The FloodPod is a mobile demonstration unit showcasing practical PFR measures designed to help protect homes from flooding and reduce flood damage. It's a great opportunity to see flood protection products first-hand and speak directly with the project team.
