Strengthening Defence Actions

Our approach involves understanding the issues and developing actions to reduce flooding from rivers and surface water.

To explore more of the Flood Action Plan, visit our pages on Resilient Infrastructure Actions, Natural Flood Management Actions, and Community Resilience Actions to see how we are building a safer and more resilient Calderdale.

Strengthening Defences

This involves understanding issues and developing programs to reduce flooding from rivers and surface water.

Projects include a £41 million scheme in Mytholmroyd, which is complete and provides improved protection for 400 homes and businesses. There are ongoing plans and construction efforts for further flood alleviation schemes in Brighouse, Copley, Hebden Bridge, and Todmorden.

By 2027, several schemes across Calderdale are forecast to be complete, providing better protection to over 1,390 properties.

Key Achievements

Joint Flood Risk Reduction Initiatives:

  • Partners have collaborated to identify joint schemes to reduce flood risks by enhancing the understanding of the connections between surface water and sewer networks.

Completion of Initial Flood Risk Management Works:

  • The Environment Agency has successfully completed the first phase of flood risk reduction schemes (FRRS1), and:
      • Mytholmroyd Flood Alleviation Scheme: Developed, delivered, and now fully operational.
      • Shaw Wood Road Scheme: Developed, delivered, and now fully operational.

Enhanced Planning Guidance by Calderdale Council:

  • Calderdale Council has developed further planning guidance that promotes the use of sustainable drainage systems in areas with critical drainage issues, aiming to reduce run-off in line with greenfield sites.

Ongoing Construction of Flood Alleviation Schemes:

  • Brighouse and Copley Flood Alleviation Schemes are currently under construction, with completion expected in Autumn 2026. These schemes will enhance protection for 600 businesses and residential properties and provide significant environmental and community benefits.

Improved Flood Prevention Measures at Hebble Brook:

  • Calderdale Council has implemented improvements to access and telemetry at the Hebble Brook screen, aimed at preventing screen blockages and potential flooding.

In some specific situations, the canal can provide some attenuation and support flood risk management, but this was not their original purpose and they are not typically designed to accommodate flood flows and volumes. Any proposals will need to be carefully assessed on a case-by-case basis. Any proposal will also need to consider impacts it might have on moving crafts.
