Our Resilient Infrastructure actions focus on reinforcing critical systems such as sewer networks, electricity substations, and transport routes. These efforts are essential to ensure the durability and reliability of our infrastructure, reducing the risk of flooding and enhancing resilience.

Resilient Infrastructure

This involves actions to enhance the dependability of infrastructure, including sewer systems, electricity substations, and transport routes.

After the Boxing Day 2015 flood, steps were taken to repair and reinforce infrastructure to ensure its functionality for future floods. Several actions in this category focus on how partners maintain all critical infrastructure and the assets that protect them, including sharing information with the community.

Key Achievements

Improve Resilience of Key Infrastructure

  • Northern PowerGrid: Successfully recovered and relocated key Northern PowerGrid assets in the Calder Valley to enhance their resilience against future flooding incidents.
  • Yorkshire Water: Completed significant work on key pumping stations to bolster their functionality and resilience.
  • Canal and River Trust: Updated water control assets on the Rochdale Canal and established proportionate maintenance plans to ensure long-term efficacy.
  • Network Rail: completed the design and delivery to manage railway-related flood risk (surface water) at three sites east of Luddendenfoot.

Knowledge Share Among Communities

  • Community Engagement: Enabled communities to effectively share knowledge on reporting maintenance issues and requirements. Clear information is now available on who to report to and different organisations' roles, remits, and responsibilities. A maintenance meeting was hosted by Calderdale Council and supported by the Environment Agency and Canal & River Trust, and local community representatives. This meeting aimed to review and discuss planned maintenance work, promote a joined-up approach and increase community involvement in the decision-making process.

Rights of Way

  • Infrastructure Repair: Repaired many rights of way affected by the 2015 flooding to prevent future flooding and erosion, ensuring these pathways remain accessible and safe.

Flood Models

  • Impact Analysis: Calderdale Council has identified and modelled the impact of flooding on critical assets such as silt traps, gullies, and screens. This data is now used to inform inspections and maintenance schedules, enhancing preparedness and response strategies.

Completion of an Asset register for flood-resilient infrastructure

  • Calderdale Council has developed a comprehensive inventory of assets, with maintenance plans that are crucial for flood management and resilience.

Relocate current power substations at Calder House Mill 1225, HX7 5QF.

Develop a programme and secure funding to improve the resilience of the main highway routes in Calderdale, in particular the A646 in the Upper Calder Valley (links to actions 31, 32 and 51).

Continue ongoing monitoring programme to review feeder arrangements for the Rochdale Canal, to identify where improvements could be made, considering heritage and environmental factors.

Recover and remove all equipment from the following sites Hebble End 2243, HX7 6AT, Mayroyd 641, HX7 6AT, Calder Mill 196, HX7 5NA, Market Street 633, HX7 6AT, Cheetham St 1827, HX7 8EJ and new sites at Bridge Lanes and Hollins Place.
